Shanghai traffic police began issuing blue C plates for pickup trucks on Thursday with the conditions the same as for private cars. But the plates mean such vehicles can only be used outside the Outer Ring Road.
Previously, plates for pickups in Shanghai were hard to get as owners had to get truck plates first. With a strict cap on the number of truck plates, owners had to try their luck in second-hand truck plate markets.
Police said the new pickup policy was introduced to enable more small businesses to transport their goods.
Zhu, who was the first to get a pickup truck plate, said the policy helped his business.
