Putuo at crucial stage of scientific, economic and eco-friendly plans

PUTUO District director Zhou Minhao says the district is at a “critical period of transition of old and new development” at the third session of the 16th Putuo District People’s Congress, which was held from January 17-19.
The second session of the 14th Putuo District Chinese People’s Political Consultative Conference was held January 16-19 during the annual “two sessions” period.
Zhou looked at the development plans for the upcoming year and pointed out that in 2018, in line with the development target of creating a “practical zone for science and technology-driven transitions” as well as “livable and eco-friendly environment,” the district will focus on both the quality and efficiency of its economic development.
Among them, the district-level fiscal revenue is targeted with an on-year increase of 6.5 percent. The district-level revenue reached 10.8 billion yuan (US$1.68 billion) last year, a 7 percent increase on year.
As the birth place for Shanghai’s modern industries, Putuo District is striving to become a new hub for intelligent manufacturing, robot and cultural industries.
The district will focus on the development of artificial intelligence, science and technology finance, software and information services, professional services and cultural and creative industries.
As one of the major projects this year, the district will expand the Shanghai Intelligent Manufacturing and Robot Industrial Park and build an animation game industry base with specialized incubators. An online video industry cluster will be created along the Jinshajiang Road to focus on the online video and new media industry.
Furthermore, the district government will accelerate the construction of innovative urban areas, such as the “Innovation Axis” along Wuning Road and the “Taopu Smart Town.” The district will work closely with the west campus of Tongji University to build an innovation and entrepreneur park within the smart town.
There are plans to optimize the business environment. More headquarters of multinational enterprises, industrial leaders and leading startups, or “unicorns” will be lured to base in the district.
“Putuo will actively serve and participate in the ‘Belt and Road Initiative’ national strategy to support enterprises to expand their overseas business,” Zhou said, adding the district government will also support and prepare for the China International Import Expo, which will be held at the National Exhibition and Convention Center between November 5 and 10.
Led by the transformation and development of Taopu, the district will strengthen the construction of key areas and major projects in the “One Axis, Two Wings” development layout that has taken shape promising an increasing number of high-tech enterprises.
Taopu was among the first batch of chemical industrial parks in Shanghai. The future Taopu innovation town, covering 4.2 square kilometers in the core area, aims to gather a swath of companies on science, education and entrepreneurship to facilitate the city government’s ambition to become a “scientific and innovation center with global influence.”
The hand over of the former industrial lands has been completed. The district will promote the construction of the Taopu Central Greenbelt and underground space as well as carry out soil treatments and ecological restorations.
As a sub-center of the city, the historic Zhenru Town will feature commercial, scientific and technological, cultural and ecological integration and become an energetic international region.
The district will carry out unified planning and protective development on the Zhenru Town, the ancient temple and street. Zhenru was originally formed around 1208 to 1224.
According to future blueprint, a major 6-kilometer-long greenbelt will be built in the town, which will cover 215,000 square meters, equivalent to about 30 football pitches. Construction will start by the end of the year on the Starlight Plaza, an up-market commercial complex for the town.
To boost the district’s cultural facilities, construction will start on a new branch of the Shanghai Children’s Library in the western downtown. It will be located inside a new urban park on Daduhe Road. The new library will promote knowledge, reading and cultural heritage for children aged between 4 and 16.
The district also plans to optimize the building quality of the Changshou commercial and business district, the main central business district area of Putuo. Urban renewal projects will be carried out on the Changshou Bay and Caojiadu areas.
The almost century-old Huxi Cinema is undergoing a redevelopment that will see it emerge as a new theater and studio dedicated to the music industry.
Meanwhile, a continuous walking path will be built along the Suzhou Creek to open to the public.
“We plan to make Putuo more beautiful, orderly and clean, where residents can admire architecture, stroll along streets as well as relax in various parks,” Zhou said.
The urban infrastructure will be further improved. For instance, construction has started on a 3km tunnel under Wuning Road while another tunnel will be built beneath the Suzhou Creek. A major drainage system in the western downtown will be built along the Yunling Road.
An “intellectual brain” urban management system will be created to manage the urban operation and for the convenience of residents.
A batch of “river chiefs” will be appointed to take personal responsibilities on the treatment of polluted waterways. The contaminated Zhenrugang River and Caoyanghuanbang Creek, for instance, will be purified.
There are plans to build 250,000 square meters of new greenery lands to increase coverage to 28.46 percent.
