City announces 3-year shipping hub plan

SHANGHAI Transportation Commission has announced a three-year plan to improve the city’s handling capacity at airports and cruise terminals as it aims to become a global shipping center by 2020.

The fifth runway of Pudong International Airport and the B section of Terminal 1 at Hongqiao International Airport will start operating this year, the commission announced yesterday.

The third phase of Pudong Airport’s expansion project will be completed before September 2019, it said. The two airports will be able to handle 120 million people every year. The number now is 112 million, ranking it No. 4 in the world. The first is Atlanta Airport in the United States.

The airports are working on improving the on-time rate of flights. By 2019, Pudong hopes to see 75 percent of flights take off on time, and Hongqiao 80 percent, according to Wang Jiqing, vice president of Shanghai Airport Authority.

Last year, the city’s cruise terminals handled 2.97 million tourists. As Wusongkou Cruise Terminal and Shanghai Port International Cruise Terminal keep expanding, the number is estimated to reach 3.5 million in three years.

The city is cutting red tape in cargo trading to provide better business environment.

“We will work on policies to lower the logistic cost of cargos,” said Xie Feng, head of the transport commission. “An online platform which allows different government bodies to share data has also been built.”

While developing aviation and shipping, the city is aware of the importance of protecting the environment. Zhang Lin, deputy head of the commission, said the city will encourage cargos to be transported by sea instead of road. “All container trucks will be encouraged to use natural gas as fuel,” said Zhang.
