Police apply to arrest drag race driver


POLICE in Hangzhou have applied for an arrest warrant for a drag race driver who killed a pedestrian downtown in the capital city of Zhejiang Province.

Hangzhou police confirmed this this morning at a press conference, the local portal Website Zhejiang Online reported.

The police submitted the application after an investigation concluded that the driver Hu Bing, 20, should bear full responsibility for the accident, said police spokesperson Zheng Xiansheng.

Hu is being detained on vehicular manslaughter charges.

The case could escalate to be a criminal case and if convicted, Hu could face up to three years in jail.

Hu, a university student, driving a speeding Mitsubishi sports car, hit Tan Zhuo, 25, on a pedestrian walkway on the evening of May 7. Tan flew five meters into the air before he hit the ground and died, Xinhua news agency has reported.

At this morning's conference, Zheng apologized to the public for a police announcement on May 8 that the car had been traveling at 70 kilometers per hour at the time of the accident.

That information - which sparked a widespread theory that Hu's well-off family had gained police protection - was inaccurate, Zheng said.

In fact, the speed of the car has been estimated to have been between 84.1 and 101.2 kilometers per hour when the accident happened, according to a forensic report published yesterday by the police.

The report cited speed as the cause of the accident.

According to the report, the speeding car had been refitted to go faster. The engine, exhaust system and tires had been modified.

Hu has come under fierce criticism from the public as he had been seen racing with two friends on a downtown highway.

Public anger was also sparked by a photograph in a local newspaper that showed Hu's friends kidding each other after the accident.
