Public opinion sought on dog issue

HEIHE City in northeast China's Heilongjiang Province yesterday began to solicit public opinions on dog management, after the city suspended a plan to get rid of all dogs in urban areas.

Under a draft rule published in the Heihe Daily, each urban household may keep one dog. Large or aggressive dogs are banned from urban areas.

The previous controversial regulation barred all dogs from urban areas. Any found were to be euthanized.

The proposed total ban was issued last Wednesday and was to have taken effect on Saturday, but it was essentially rescinded after a public backlash.

The city's public affairs office showed Xinhua news agency a document saying the city "aims to eliminate troubles caused by dogs and be more scientific, standardized and humane in dog management."
