Drinking Fountains Mis-used to Fill Bottles, Buckets

Some residents in Jinan, capital of east China's Shandong Province, have been spotted filling bottles and even buckets from public drinking fountains in Lixia District.

Photos taken on May 10 show people using their own bottles or buckets to take water from the streetside equipment. They "forcibly occupy," or takeover, the facilities until their containers were filled.

Signs urge people to save water and the instructions also clearly say: “Moderate drinking, don't waste" and "Don't use containers such as buckets or kettles to hold water."

Known as the "city of springs," the city's spring water is often called the soul of Jinan. Now there are 100 direct drinking sites in the area which offer underground spring water for free.

After the photos circulated online, many netizens criticized the uncivilized behavior. A local web user said:  "The spring sites are a public welfare facility for both residents and tourists. Taking the water home is very undesirable behavior which greatly destroys the image of the city."

A director from the local supervision department said there is a special site near the Heihu Spring for those who want to fill large containers.
