Journalists from domestic and overseas news agencies, including: Asahi Shimbun, Yomiuri Shimbun, NHK and Ta Kung Pao visited Changning recently to learn about the district’s latest achievement on community administration.

At the Shanghai Cohesion Project Museum, journalists had a better understanding of the way grassroots Party officials, in Huayang community, traditionally served local residents since the Cohesion Project was launched in the 1980s to improve people’s living standards.

The second stop on their trip was at No. 10 Park View Apartment, where Party members, among residents, brought together 66 households, in the building, through activities such as Halloween and Spring Festival celebrations, charity auction and the introduction of a bookshelf on the first floor.

A Party group has also been established in the building amid the integration of Party activities and grass-roots management in residential quarters.

After leaving the apartment, journalists arrived at the Huayang community service center. The center mainly schedules events and activities for the elderly and children during the week, while weekend events are also arranged for younger people with jobs.

A workshop at the center has been tasked to train “excellent Party secretaries” for residential areas, according to Han Zhiqiang, who is deputy Party secretary of Changning.

Huayang community has developed experience in integrating Party affairs with daily management and has become the first community in Shanghai to apply national standards in administration.

Huayang also developed a neighborhood dispute settlement mechanism. The neighborhood committee and other social organizations usually intervene at the early stages of disputes.

A panel consisting of one Party representative, one deputy to the district people’s congress and a member of the district people’s political consultative conference hears citizens’ complaints at the center regularly. The panel serves the public on the last Thursday of each month.

Around 80 percent of conflicts are solved before being referred to the court.
