The vice president of Shanghai Ocean University is under investigation on suspicion of serious violations of laws and Party discipline, the city's disciplinary watchdog announced on Wednesday. The CPC Shanghai Commission for Discipline Inspection did not elaborate.

Li Yanchen, born in December 1965 in Heilongjiang Province, graduated from Shanghai Railway University with a bachelor's degree in engineering in 1988 and obtained a master’s degree in public administration from Tongji University in 2006, according to his resume on Shanghai Ocean University's website.

He was deputy director of the railway university's civil engineering school before becoming vice director and then director of its general affairs office. He later served as vice general manager of the Logistics Group of Tongji University, which merged with the railway university in 2000.

Li has also served as vice president of Shanghai Lixin Accounting College.

He has been in his current role since October 2014, responsible for logistics, security, infrastructure, university-run enterprises and the daily management of ships for ocean fishery resources research.
