Ying welcomed the team to do research in Shanghai and thanked the World Bank’s long-term support for the city’s efforts in optimizing its business environment. He said the business environment is a city’s important soft power and competitiveness, and the Chinese government has always valued the efforts in building a good business environment.

Under the directions of the central government, Shanghai has been implementing policies to optimize the business environment and to increase the companies’ sense of gain. This is an uphill battle, so the city will strive unfalteringly for the goal.
