Illegal driving instructor busted while teaching 8 unlicensed students
A man with no driving instructor certificate was busted for illegally teaching eight trainees to drive in Qingpu District on May 23, law enforcement officers of the city’s traffic authority said.
Officers were informed about a week ago that there were five cars using an open field to practice parking, reversing and swerving every day.
Drones were sent out to the site by officers so as to observe without alerting the group. According to the images taken, there were up to 20 people in the field. “Shielded by a 2-meter tall wall, they thought no one would notice them,” said an officer from the traffic authority.
Nine people were netted when officers raided the site, and only one of them had a driver’s license — the others only held learners' licenses.
The man, surnamed Yang, admitted that he had no certification to coach.
Four of the cars he used to teach in were scrap cars, and none had instructor brake pedals located in the passenger seat, a safety mechanism often used by driving teachers to stop the car in an emergency.
Meanwhile, none of the cars were equipped with data recorders or teaching equipment.
Yang is under further investigation and may face a fine of up to 50,000 yuan (US$7,823) and take criminal responsibility if he turns out to be the one who organized the illegal training.
