An initial investigation into the collapse of a building on Zhaohua Road in Changning District on May 16 that killed 10 workers suggests that the major upright column of the building had been illegally damaged before the cave-in.
The investigation also found anomalies in procedure before the work began. The site had no supervisor and no safety checks had been undertaken.
The city government said the construction team failed to report the illegal operations to the authorities.
