Shanghai's social organizations are being encouraged to participate in the monitoring and assessment of garbage sorting by neighborhood and village committees, Shanghai Civil Affairs Bureau said on Thursday.

The results will be linked to the overall performance of neighborhood and village committees with corresponding awards and punishments, according to a guideline jointly released by the bureau and the Shanghai Greenery and Public Sanitation Bureau.

Social organizations are encouraged to play a role in education and promotion, project organization and implementation, science and technology research and development, and also increase public participation in garbage sorting, said Jiang Rui, deputy director of the civil affairs bureau.

Jiang was speaking at a conference on the participation of social organizations in garbage sorting in Hongkou District on Thursday.

Government authorities will purchase services, cultivate the development of social organizations, and guide their activities to create opportunities for their participation in garbage sorting.

Eighteen social organizations have called for the establishment of volunteer teams, innovative projects and surveys of waste classification.

During the conference, the Liangcheng residential complex subdistrict and Jiangwan Town Subdistrict in Hongkou signed projects with two social organizations.

Shanghai registered 16,150 social organizations by the end of last year. 

Some are already making efforts to promote garbage classification by awarding points for sorting which can be redeemed for groceries.

They are also implementing community natural resource projects and environmental protection.

The Hongkou Lujinglin community service center has designed customized garbage-sorting solutions for communities through its unique waste classification assessment system. 

The Hongkou Qingxin Jiayuan low-carbon public welfare service center has used microbial degradation technology to degrade kitchen waste, turning it into probiotic organic fertilizers.
