Park Place, an office building, hotel and shopping complex near Jing'an Temple, was issued with a rectification notice on Monday morning by urban management and law enforcement officials.
The complex had no garbage bins for recyclables or hazardous waste, according to Shanghai Urban Management and Law Enforcement Bureau said.
Park Place has been ordered to fix the problems within three days.
