Rules to cover research misconduct

Individuals or organizations who uncover misconduct, such as plagiarism and tampering with research data, can report it to Shanghai Science and Technology Commission by letter or its website (stcsm.sh.gov.cn) from October, according to regulations issued by the commission.

Letters can be sent to the commission's address at No. 200 People's Avenue.

The regulations will be in effect through September 30, 2021, as a trial run, the commission said.

According to the regulations, misconduct includes copying and plagiarizing, tampering with research progress and data, ghostwriting, cheating funds, awards and positions, violating ethical norms related to human health and experimental animal protection, inappropriate signing on papers and violations to scientific research relevant laws and regulations.

People who make a report should have solid evidence to prove misconduct and give their names and contact details. Reports without specific proof will not be accepted.

The commission will decide if a report will be accepted in five working days and inform the reporter. In complicated cases, the time can be extended to 10 working days. Reports beyond the commission's scope will be transferred to the relevant authorities.

Before the commission comes to a decision in a case it will consider the defense of the person being investigated. 

For some professional problems, the commission will organize experts to evaluate.

If misconduct is verified, projects and awards can be canceled and funds retrieved. 

Those who make up a story to frame others will also be educated or punished.
