Innovation center regulation up for vote

Shanghai’s first regulation on the construction of the city as an innovation center is set to be voted on at the annual session of Shanghai People’s Congress in January.

The draft law was initiated in September this year and has been deliberated on a few times at the monthly sessions of the standing committee of the people’s congress and also been subject to extended field studies by legislators.

It represents an across-the-board regulation of innovation infrastructure, talent, R&D, financial support, intellectual property protection policies among other respects on the subject.

The city’s legislature announced on Tuesday that the third session of the 15th Shanghai People’s Congress will be held in mid-January.

During the session, legislators will discuss the annual report of the Shanghai government, peruse the city’s economic and social development plans and budget execution results of 2019, and approve the plans and budget for 2020.

They will also discuss the annual report of the standing committee of the congress, Shanghai Higher People’s Court and Shanghai People’s Procuratorate.

Decisions will also be made on the establishment and renaming of certain committees within the congress and appointments.
