Shanghai should regulate the collection and treatment of pet poop with boxes on the streets, said a political adviser in her proposal.

Cao Yanchun, a CPPCC member, said some local dog owners don't pick up the mess their dogs left behind, while there are no designated sites and facilities for the pet owners to deposit the waste.

Current garbage-sorting guidelines don't cover the matter. Some pet owners use tissues to wrap the poop and throw them in the bin for dry waste, which may contaminate other waste.

Cao proposed regulations to order pet owners to collect and dispose of the waste appropriately. Pet waste produced at home should be flushed down the toilet.

There should be fines for those who refuse to clean the mess, with a pet DNA database used to trace the owners.

According to Cao, the local government should trial her scheme in the Lingang Special Area before expanding to other parts of the city.
