Gu Honghui, the city government's deputy secretary general, said the government is going all out to screen suspected cases, give treatment and prevent medical staff from being infected.

Entry to Shanghai is under strict management and control with all those entering Shanghai having their temperature taken. People from key epidemic-stricken areas are all kept in quarantine. Those from other provinces are asked to report any related details.

Yang Xiaoxi, deputy director of the transport administration commission, said the city's flights, railways and expressways are mostly running normally between Shanghai and regions other than key epidemic-stricken areas.

Metro lines, buses and taxis inside the city have enough capacity to meet demand, Yang said.

Lu Jing, director of city's education commission, said it had asked all local schools to tell students not to return to school before the school opens. Anyone who has to return to school in advance must report to their schools and gain their approval.

The commission has told all schools to screen all faculty members and students who return to school from other provinces after January 10 and learn the details of those from key epidemic-stricken areas.

"Universities should spare room for quarantine under the guidance of medical treatment institutions and do early preparation on management and services," said Lu.
