Four new subcenters are planned for the Pudong New Area to serve its ambition to become an open, innovative and outstanding district.

Shanghai's planning authority has publicized a general blueprint for Pudong through 2035. The over 1,400-square-kilometer region is targeted at being a key downtown area of a modern metropolis with global influence.

By 2035, 85 percent of residents will choose green transport, while the proportion of good air quality days will also reach 85 percent. The density of PM2.5, a major pollutant, will be controlled to beneath 25 micrograms per cubic meter throughout the year.

Strict population control will be imposed with a maximum of 5.58 million residents by 2020. Most newly relocated people will be guided to live in Nanhui New City, while rural residents will be encouraged to move to urban areas.

Two central activity districts are planned — the Lujiazui financial hub and the 2010 World Expo site Qiantan, or the New Bund, areas.

As a highlight of the master plan, four new subcenters — Jinqiao, Zhangjiang, Chuansha and Nanhui New City — have been planned in addition to the already announced Huamu-Longyang Road Subcenter.

The Huamu subcenter will become an administrative, cultural and business center. Zhangjiang will focus on scientific innovation and public services.

Jinqiao will feature business and offices, culture and recreation, conferences and exhibitions, innovation and R&D, as well as ecological tourism.

Chuansha, with the Shanghai International Resort and historical Chuansha Town, will focus on international tourism, cultural exhibitions and ecological recreation.

Nanhui New City Subcenter aims to become the service center for the Lingang Special Area of the China (Shanghai) Pilot Free Trade Zone.

Over 20 other regions, including Gaoqiao, Tangqiao, Beicai and Zhoupu, will become regional centers to help balance public services and employment.

To improve the ecological environment, five major greenery areas have been planned in Sanchagang, Donggou, Biyun, Beicai and Sanlin, along with new greenbelts along the Huangpu River and other waterways. Forest parks, for instance, will be developed along the Dazhi and Fengpu rivers.

Over 90 percent of Pudong residents will be able to reach a park or public square within a five-minute walk.

Pudong International Airport aims to become a world-leading air hub with more domestic and international flights and more convenient connections to railways, subways and highways. Shanghai East Railway Station, for instance, will have an express line to connect Pudong and Hongqiao airports.

A more convenient public transport network will also be established by 2035 when over 40 percent of the people will choose public transport.

Meanwhile, a second bridge crossing the East Sea will be built to better connect Pudong with Yangshan Port, along with a total of 30 bridges or tunnels crossing the Huangpu River.
