Authorities in the Pudong New Area’s Jinqiao Town have implemented key measures to safeguard residents’ health and support business.

Jinqiao is one of the city’s most “international” areas. The Green City International Community has more than 3,400 residents from more than 60 countries, and 6,000 multinational companies including Volvo and General Motors have a presence there.

The responsibility of preventing spread of coronavirus infections has fallen on Jinqiao authorities particularly, as the city has toughened restrictions on foreign arrivals — anyone entering Shanghai from eight severely hit countries, namely Italy, South Korea, Iran, Japan, France, Spain, Germany and the US, must undergo a 14-day quarantine.

Since the beginning of the Spring Festival, Jinqiao Community Health Center has been tightening its virus control methods, mobilizing teams in charge of sterilization, epidemiological investigation and material supplies.

Efforts by the center and officials include updating a daily list of residents from key epidemic areas and following up through phone calls or home visits to ensure their wellbeing during the quarantine period.

The center receives a list of foreign arrivals of the next day drafted by residential committees to allocate medical personnel. Names on the list are informed of the quarantine measures in advance.

On their arrival, medical workers, interpreters and community volunteers will help with health registration and temperature checks. They will be offered a health-care kit with essentials such as face masks, sanitizer and virus prevention brochures.

During the quarantine period, medical care and psychological consulting services are provided. Foreigners can report their health condition and call for assistance via a WeChat group.

From March 3 to 14, the center finished medical observation of over 100 people under quarantine after returning from hard-hit countries.

“We want to give attentive care to our foreign residents during this trying time. We have a 24-hour hotline service in different languages, and provide them with basic medical materials and monitor their temperature twice a day,” Ji Ziyin, vice director of Jinqiao Town, said.

Authorities along with the center have also guided enterprises in Jinqiao in terms of emergency supplies, disinfection measures and resumption of work procedures.

Plants such as Merck and Volvo restarted production in early February, with a current resumption rate of over 90 percent.
