Via 360-degree high-definition surveillance cameras installed at construction sites, officials can monitor real-time construction work at the sites remotely.

Urban management and law enforcement authorities in the city are taking an intelligent approach to create a calm and comfortable environment for students to sit the college entrance exam between July 7 and 9, officials said on Friday.

A 50-day campaign by the city's urban management and law enforcement officials started in mid-May to ensure a pleasant atmosphere for exam-sitters. This means cracking down on construction that affects the public, illegal operation of businesses and unlicensed street vendors, the Shanghai Urban Management and Law Enforcement Bureau said.

The number of law enforcement officials patrolling near exam venues and residential complexes has been beefed up, and combinations of patrols and surveillance cameras are also being used, the bureau said.

Dachang Town in Baoshan District, where the High School affiliated to Shanghai University, one of the college entrance exam sites, is situated with 27 construction sites. Thirteen are near the school and residential complexes.

It is also home to construction areas for three stations of Metro Line 15.

An intelligent management platform is used by urban management and law enforcement officials in the town.

Once irregularities such as noise pollution, night construction and improper handling of garbage are spotted, the platform will immediately direct officials to the scene.

Official with the Dachang Town urban management and law enforcement team on Friday inform a business operator to stop metal cutting to prevent noise pollution.

"The surveillance cameras have been installed at all construction sites in the town, and we monitor their work 24 hours each day," said Wang Xiaomeng, an official with the Dachang Town urban management and law enforcement team.

"Via accurate positioning, inspectors nearest to the site will be heading to the scene immediately, ensuring that problem are fixed within minutes," she said.

"The efficiency in handling complaints has been significantly improved now thanks to the application of science and technology, which also tackles the shortage of urban management and law enforcement officials in the town," said Wang.

"The platform also features photo capture and videotape functions, which effectively cut the incidence of night construction," said Wang.

It also informs officials of unlicensed street vendors and acts of occupying streets for business operations outside exam venues, officials said.

Urban management and law enforcement officials citywide have made about 26,000 inspections since May 20, particularly targeting areas near 694 schools.

More than 450 cases of illegal business operations and 345 cases of unlicensed street vendors near campuses have been busted. A total of 583 cases of noise pollution were stopped near schools.

More than 400 unlicensed night food stalls and 261 unlicensed barbecue stalls near schools were cleared during the campaign, and 619 cases involving illegal distribution of fliers were busted, according to the bureau.

Concerning construction sites, 65 cases of night construction were dealt with during the campaign, the bureau said.
