Lingang maps out a bright future

The management of Lingang New Town has mapped out 10 major tasks in four areas this year as the costal hub celebrates its 15th birthday and goes deeper in the development of science and technology innovation as well as the integration of industry and urban growth to create a city of the future.

Lingang is developing new policies in line with its blueprint. Hence, it will further improve its urban planning to build the town of tomorrow.

The general plan of Lingang will be incorporated in the amendment of the general plan of the Pudong New Area.

At the same time, Lingang will adhere to the established long-term polices such as the “Industry + town” strategy, focusing on key sectors as well as intensive development.

The new town at Shanghai’s southeast tip will improve supporting facilities at its industrial zones and develop industries at its urban areas.

The public transport and ecological environment systems will be optimized with the promotion of employment and balanced living, according to Lingang Management Committee.

Lingang will also play a key role in a four-level urban-rural system to build a new city on the former site of Nanhui County.

Both Shanghai’s city authority as well as the Lingang Management Committee will evaluate the establishment and implementation of special mechanisms and policies in Lingang, assess their performance, find existing problems and give advice.

In September, 2012, Shanghai government officially announced its intention to establish and implement special mechanisms and policies to encourage development of Lingang.

On behalf of the government of Shanghai, The China Center for Urban Development crafted strategies and action plans to help drive Lingang’s growth within the framework of urban development as prescribed in China’s 11th and 12th five-year plans.

The all-round evaluation will prepare for a new package of tailored policies and institutional arrangements in the fields of human resources, industries, integrated industrial and urban development, fiscal and daily management.

Meanwhile, the mid-term evaluation of the implementation of the 13th Five-Year-Plan will be carried out so as to optimize the goals and highlights in the next three years.

Lingang will deeply involve in the construction of core functional area of Zhangjiang Science and Technology Innovation Center and map out an action plan for the coordination of Lingang and Zhangjiang as well as the construction of a north-south science and technology innovation corridor to build a joint development system between the two areas.

Lingang is turning itself into an international town of intelligent manufacturing as well as a major hub of “Made in Shanghai.”

Lingang plans to introduce optimized technical innovation systems and create an industrial ecology for intelligent manufacturing.

To reach that goal, a legal person system will be introduced so that each project will have one person with ultimate responsibility.

Lingang will also accelerate the construction of intelligent manufacturing platforms, industrial Internet platforms and the Fudan University Engineering and Applied Technology Research Institute, enhance its cooperation with the Fraunhofer Society and establish innovation centers in the United States, Germany and Australia, among other countries.

It will also issue preferential policies and establish guiding funds to support intelligent manufacturing, strategic emerging industries and industrial upgrade.
