Pioneer of reform and growth

PUDONG has been hailed for its role as a vanguard of reform and a pioneer in the nation’s innovative development since the new area shoulders a mission to keep walking in the forefront of China.
Consensus is widely acknowledged among the people and cadres in the new area, especially after the 19th National Congress of the Communist Party of China, that reform and innovation in Pudong should remain as part of the national strategy while everyone on the ground focuses toward a common goal of exploring the right way forward.
After 26 years of development, Pudong has become the driving force of Shanghai’s economic and social development. It is known as “the symbol of China’s reform and opening-up, and the epitome of Shanghai’s modernization.”
On April 18, 1990, the Party Central Committee and the State Council, or China’s cabinet, decided to make Pudong a national development area, opening a new chapter in Pudong’s history.
In June 2005, the State Council approved the Pudong New Area’s role as the first pilot area for comprehensive reforms.
In August 2013, the State Council decided to establish the China (Shanghai) Pilot Free Trade Zone in the Pudong New Area.
In December 2014, the State Council approved the expansion of Shanghai FTZ.
The reform and innovation in Pudong activates the enthusiasm of investment and market development, particularly after the establishment of Shanghai FTZ, since the number of newly registered enterprises exceeds the sum of the previous 20 years.
The Shanghai FTZ covers about two percent of the city’s total area but creates 25 percent of Shanghai’s gross domestic product. Moreover, more than 100 institutional innovations in Shanghai FTZ have been replicated and promoted nationwide to form a series of fundamental and core systems.
At Pudong’s market supervision administration, a grassroots civil servant has fulfilled her duty for 24 years. Xu Min, chief of the enterprise registration section, always smiles toward applicants when she helps them go through the entire process step by step.
“Every registration officer is on behalf of Pudong’s investment climate,” Xu said. Xu was initially a registration officer at Pudong Industry and Commerce Administration, which is also the forefront of institutional reform.
In Xu’s memory, there were new policies almost every year to better serve Pudong’s development. It was January 1, 2014, that Pudong New Area Market Supervision Administration was inaugurated and started work on industry and commerce administration, quality and technical inspection administration, as well as food and drug policy.
Registration process has been streamlined and optimized since then as one among Pudong’s efforts to encourage entrepreneurship and innovation, as well as domestic and overseas investment.
Pudong had nearly 400,000 enterprises by the end of July, while more than 100 new companies are established every day. Xu has served around 80 applicants every day in recent years.
Xu and her colleagues have dealt with individual investors, private firms and state-owned enterprises. Xu was elected delegate of the 19th CPC National Congress. Behind her honor was what she and her colleagues made for the construction of Shanghai FTZ and Science Technology Innovation Center — two national strategies being implemented in Pudong.
Wang Yanzhi, an officer with the Pudong Police tactical unit, guarded the Oriental Pearl Tower.
“Doing my best to make people around safer and happier is my Chinese Dream. Now I’m trying to make this dream come true,” Wang said.
“Keeping to your original aspiration leads you to success,” General Secretary Xi Jinping said in his report to the Party’s National Congress.
The original aspiration as well as the mission of Party members is to seek happiness for the Chinese people, and to revive the nation which is the fundamental motive force to encourage the Party and its members to keep moving forward.
“Xi’s report to the 19th National Congress not only mapped out a grand blueprint, but also outlined every detail clearly, and people of all trades can find their own path,” said Qu Shuhua from China Executive Leadership Academy Pudong.
