Shanghai laid out next year’s main tasks on development and improving the city’s core competitiveness on Friday at the eighth plenary meeting of the 11th Shanghai Committee of the Communist Party of China.

The committee decided that the expanded pilot free trade zone, the science and technology innovation board, integrated development of the Yangtze River Delta region and the China International Import Expo will remain key tasks for the next year.

In Lingang, the area newly added to the pilot free trade zone, the city will accelerate enforcement of free trade and investment policies to promote its functions in coordinating international business, transnational financial services, scientific research and cross-border trade services.

The committee also decided to develop an innovative economy, digital economy and green economy in the delta region’s demonstration zone for integrated green development.

With the science and technology innovation board, the city will bridge entrepreneurial capital and innovation resources to speed up transformation of its advantages in scientific and technological innovation into industrial strength.

The city will utilize the import expo to drive development of not only Shanghai but also other areas.

When attracting investments and big projects, the city will focus on industries with high growth potential, high added value and key technologies. It aims to upgrade traditional industries while fostering strategic emerging industries.

Shanghai will continue improving its business environment and unlocking market vitality. The government will further develop its website and data sharing among governmental departments to provide one-stop service for the public and improve administration efficiency.

It will continue its efforts in building itself a global center for economy, trade, finance, shipping and scientific and technological innovation to promote high-quality economic development. It will also strengthen its functions as a global resources distributor, origin for scientific and technological innovation, leader of high-end industries and opening-up gateway, and further promote its brands in service, manufacturing, shopping and culture, developing substantial economy and key projects and areas.

Refining management, renovation on old buildings, infrastructure construction and nightlife economy are also among main focuses for the city next year.

Next year, the city will also work out its 14th five-year plan. The committee urges related departments to take basic, strategic and critical problems in the city’s development into consideration while drafting the plan and lay out some leading projects.
