Jing’an District is blending online and offline government with the launch of the city’s first big-data backed authority. 

The Jing’an Government Data Management Center, a new department, incorporates a big data pool, with statistics collected from different departments. 

It is a complement to the district’s administrative service center, creating an online-offline service platform to serve firms and individuals. It also acts as a coordinator for different departments.

Startups used to need to go to different departments time and again to learn rules and prepare documents. Now, they can read every detail on the online platform and apply online.

They will then then receive a call from the administrative service center and go to submit required documents. Most of their requests will be addressed within a day as officials from different departments can quickly process the information what they want from the data pool.

“It breaks the walls between different departments. They can be mobilized to share data and work together,” said the district’s director Lu Xiaodong.
