In Jing’an, the resources hurdle is answered by a cluster of co-working spaces and incubators, like the renowned WeWork and People Squared.
Money is another matter. This month, a government-backed loan company was set up to help finance technology start - ups based in Shanghai. It is the first of its kind in the city.
