Local health officials said coronavirus control meant finding infected patients as soon as possible, and that all cases reported in the city so far had been imported or had connection with Wuhan, the epicenter of the current coronavirus outbreak.

Shanghai announced to enact the highest-level response mechanism for major public health emergencies on Friday. Screenings and registrations are taking place at all road, air and water ports to Shanghai, and those with abnormally high temperatures were being isolated in designated hospitals for further diagnosis and treatment.

“Current measures have required those coming from key areas since January 10 to report to community authorities and be quarantined for 14 days at home or in designated hotels. Every community must screen such targets for 14-day quarantine,” said Wu Jinglei, director of Shanghai Health Commission. “Each district has allocated venues and has everything necessary for the task in hand.”

During the quarantine period, temperatures will be checked twice daily and the designated places will be properly disinfected, health officials said.

“Those who refuse to cooperate will be in breach of the laws on infectious disease,” said Dr Wu Fan, director of Shanghai Preventive Medicine Association.

Shanghai reported 13 new coronavirus cases on Saturday, making 33 so far.

“The increase in new cases is due to enhanced screening,” Wu Jinglei said. “After we step up screening, there will obviously be a rise of detection of suspected and confirmed cases.”

Public events and school activities have been cancelled and tourist, cultural and entertainment venues closed. Operations of pet markets and training institutions have been suspended.

Experts said residents should wear masks and gloves if going to hospitals or crowded places and wash their hands properly after returning home.
