US electric car maker Tesla is discussing with Shanghai government on setting up a plant in Shanghai, Commerce Ministry Spokesman Gao Feng said during a press conference this morning.
The Ministry of Commerce added that it is also discussing the plan to develop a free trade port with Shanghai government and related departments.
