The Pudong New Area will improve volunteer services so as to better serve local people and raise the level of civilization in society, according to a newly released government plan.

Under the plan, Pudong will set up 10 professional volunteer teams, recruiting professionals and offering volunteer services in such fields as education, health care, science popularization, legal aid, environmental protection, culture and sports.

Also, each of the 36 subdistricts and towns in Pudong will have their volunteer teams.

Pudong will further explore a mechanism that allows people to voice their demands, while neighborhoods and authorities will offer tailor-made services aimed at local concerns.

Weng Zuliang, Party secretary of Pudong, said everyone’s engagement is needed to raise the level of civilization in society.

“We should do our best to stimulate people's initiatives in making contributions to the society. Also, we should think more about how to design people-oriented programs,” he said. “We should first echo what people call for. Then, our people will take part in neighborhood affairs, gradually get accustomed to it and finally take the initiative to do it.”
